The federal definition of Hispanic Serving Institutions (HSI)
comes from Title V of the Higher Education Act (HEA) of 1965,
as amended. This legislation identifies HSIs as accredited
and degree-granting public or private nonprofit institutions
of higher education with at least 25 percent or more total
undergraduate Hispanic full-time-equivalent student enrollment.
Approximately 46 percent of undergraduate Hispanic full-time-equivalent
students are enrolled at Hispanic Serving Institutions.
